Location, location, location

Newcastle is conduit for Oklahoma City water to Blanchard, Tuttle, Goldsby

Agreements with Blanchard, Tuttle and Goldsby are being discussed by the Newcastle City Council because of the pass-through of water between the municipalities and Oklahoma City.

Due to location, Newcastle provides a metered tiein of its municipal pipes to the three municipalities and then apportions daily reservations. To recoup any expenses, Newcastle charges the same amount as Oklahoma City charges Newcastle, but also has a wheeling charge of $2.81 per 1,000 gallons that goes back into Newcastle coffers.

During the July meeting, the council approved 300,000 gallons per minute for Blanchard, 400,000 gallons per minute for Tuttle, and Goldsby was briefly discussed, but they are still trying to determine how much for their reservation, according to City Manager Kevin Self.

Engineer Kenny Sullivan said the reservations would not put any of Newcastle’s residences at a loss of pressure.

Self said these are shortterm contracts at this time mainly to determine what type of capacity these municipalities will need.

Mayor Karl Nail said that additionally, the City will  need to upgrade its lines to all three communities, but the other communities will bear a portion of the cost to make the upgrades.

City hires Wall Engineering

In other water-related business, a contract was approved with Wall Engineering for inspection and construction management services on the new wastewater treatment facility. The facility’s construction is expected to begin November 1, and the contract for $760,000 includes “a lot of personnel and a lot of time.”

There will be five people designated to the project by Wall Engineering, and one of those will be on site in an office at all times.

The council also approved low bidder Mayfield on the State Highway 76 water line relocation project. This $2 million project will be reimbursed by the Oklahoma Department of Transportation.

It includes placing a new 12” water line on SH-76 from State Highway 37 to 24th Street.
