City holds ground breaking ceremony for new wastewater treatment plant

City, State and construction officials gathered at 4:30 p.m. Monday at N.E. 16th Street and Portland Avenue for a ground breaking ceremony at the site where the new $51,819,143.58 wastewater treatment plant is being built.
