County approves budget adjustments, employee raises

The Board of McClain County Commissioners convened for their regular session on Monday, September 25, 2023, at 8:15 a.m. in Room 111 of the McClain County Courthouse.

The Board of McClain County Commissioners convened for their regular session on Monday, September 25, 2023, at 8:15 a.m. in Room 111 of the McClain County Courthouse.

The meeting commenced with the approval of the minutes of the previous meeting held on September 18, 2023. The commissioners then moved on to the approval of salary, travel, and maintenance and operation claims for both the fiscal year 2022-2023 and 2023-2024. Numerous claims were presented, covering various departments, services, and supplies.

Blanket Purchase Orders on file in the County Clerk’s Office, were also unanimously approved.

The commissioners addressed the Cash Fund Estimate of Needs and Requests for Appropriations for several county departments, including Assr Rev Fee, CBRI, Emergency Mgmt, Fair Board, Highway, Jail, ML Fee, Mtg Cert, Preservation, Rental of County Property, Reward, Sheriff Service Fee, Trash Cop, Eco Dev-ST, Em Mgmt-ST, Extension-ST, Fair Main-ST, General Govt-ST, Rural Fire-ST, Sheriff-ST, and Sr Cit-ST.

All requests were approved by unanimous vote.

In addition to approving budget requests, the commissioners also considered lapsed funds from the 20222023 fiscal year and approved transfers into the 2023-2024 appropriations for Emergency Mgmt, Highway, and Extension- ST.

A plat for Selah Phase 1B in Section 28, T8NR3W, was approved.

The commissioners allocated funds for the outfitting of three new vehicles for the Mc-Clain County Sheriff’s Office. An ARPA Expenditure Document for Dana Safety Supply, Inc. was approved for equipment and emergency lighting at a cost of $19,779.

No action was taken for the purchase or lease-purchase of a new Max 4B Distributor Truck for District Two.

The commissioners also approved the execution and submission of a Letter of Intent to the Oklahoma Opioid Abatement Board.

As the meeting progressed, the commissioners discussed the current County Wide Burn Ban in McClain County but took no action, leaving the ban in place (at that time).

At 9:43 a.m., the commissioners recessed the meeting to meet with the Excise Board to set the budget for the 20232024 fiscal year. The meeting resumed at 1:30 p.m. on the same day.

Upon approval of the General Budget in the amount of $11,860,125.74 by the Excise Board, several important decisions were made:

• An increase of $200 per month to all county full-time employee salaries beginning with the January 2024 payroll, except for the Election Board Secretary and the Election Board Assistant Secretary.

• Salary increases for officials, varying in amount, effective with the October 2023 payroll.

• Addition of one full-time employee to the Emergency Management Office.

• Increases in various budget allocations for Audit personal services, Sheriff maintenance & operation, Sheriff capital outlay, General maintenance & operation, and General capital outlay.

Commissioners approved acknowledgement of these decisions with a resolution expected to follow in the October 2, 2023, BOCC meeting.
